new jutsu

effect:arashi charges his sword tou harou with his water elemental chakra and slashes, it will throw a wave of water that can cut rock, it absorbs any water it touches and grows in power the more water it absorbs. Its ability to cut through rocks depends on the amount of water it absorbs. The drawback is that Arashi is limited to four of these attacks a day.
